Hello Jamie,
To make tag visible for all users of your project you can navigate to "Tags" tab, choose your tag and click "Edit". Choose "All users" value from the bundle "Visible for group". By default "All users" group includes all users in your project.
Please note that in this case tags will be only visible for all users, but not updatable by all users.
